In what country can you buy Mens Shoes in small sizes?

i only wear a 4-5 Kids and always difficult to find decent or classic mens shoes (often look far too kids). In what country would small mens sizes be common? Would be great if they sell really a brand, like armani or zara or something really businesslike.
